- Go to Google Admin console > Apps > Google Workspace > Gmail
- Click Compliance
2. At the Content compliance line, click CONFIGURE
3. Set the email messages to effect to “Outbound”
- Change "If ANY of the following match the message" to "If ALL of the following match the message"
4. Then add the Expressions (advanced content match)
5. Add advanced content match for the Subject line (EXACT SUBJECT ENTRY PROVIDED DURING TESTING SESSION 1)
6. Add advanced content expressions for “FWD:”, “FW:” and “RE:”
7. Add the Envelope recipient
